Yes, you can. If you take the four extra courses each summer it is possible to finish in about two and a half years. However, just taking the summer courses is not enough. To ensure that you graduate as soon as possible you have to cram in the courses. The admin want you to take the courses dictated on their schedule. My advice is to create your own schedule, by using their schedule as a guideline. They will dictate 7-8 courses for you. Take the ones you need and then fill in the gaps with additional courses from the year ahead. The admin don’t like you doing this so make sure that you stay ‘under the radar’ and pay for the extra courses after taking them when they come up on the regular schedule.
